تشكل الإعاقة البصرية عائقًا كبيرًا يحول دون وصول الشخص إلى ما يحتاجه من معلومات، إذْ تُعد كل من حاسة السمع واللمس والشم من أهم وسائل المكفوف لفهم وإدراك ما يحيط به في عالمه المظلم.
تعد القراءة سواء باللمس من خلال طريقة برايل، أو عن طريق السمع - كما في الكتب الناطقة - وسيلة المكفوف الوحيدة في تمضية وقت فراغه، وتثقيف ذاته؛ حيث إنها تربطه بالعالم المحيط به، فقد أثبتت الدراسات أن الوصول إلى المعلومات هو أحد أكثر حقوق الإنسان أهمية؛ حيث تتيح له فرصة تطوير ذاته والمشاركة الفعَّالة في المجتمع
يحتاج المعاق بصريًّا إلى الاطلاع على كل جديد يصدر من المعلومات في المجتمع بأي شكل، سواء كان مطبوعًا أو غير مطبوع، ويمكن للمكتبات ومراكز المعلومات أن توفر التكنولوجيا التي تساعد المعاق بصريًّا على تلبية هذه الاحتياجات، وتقوم بعمليات التثقيف وتدريب المستفيدين، كما هو الحال في معظم الأنشطة التعليمية والفكرية؛ حيث يمكن للمكتبات ومراكز المعلومات أن تُحدِث فارقًا في حياة الأشخاص من ذوي الإعاقات البصرية، وتساعدهم أيضًا على تحقيق إمكانات لم يعرفوا أنها كانت موجودة لديهم، وتذكر Barbara Mates في كتابها حول التكنولوجيا المساعدة في المكتبات أن طلبة الدراسات العليا من ذوي الإعاقات البصرية في الجامعات التي تحتوي مكتباتها أجهزة التكنولوجيا المساعدة يعدون القاعة الخاصة بالمكتبة التي تحتوي على التكنولوجيا المساعدة الخاصة بهم هي سبب نجاحهم؛ حيث ذكروا أن نجاحهم سيكون مستحيلاً بدون هذه الغرفة التي تحتوي على الأجهزة والبرامج، إذ تمكنهم من الوصول إلى ما يحتاجونه من معلومات تفيد أبحاثهم العلمية.
