تنطلق أهمية الكتاب من حقيقة أن إيران أقامت بعد نجاح ثورة 1979 نظامًا سياسيًا جديدًا استند إلى نظرية "ولاية الفقيه". وقد تكرس هذا النظام دستوريًا بدستور 1979، والتعديلات التي أجريت عليه في العام 1989، وبالشكل الذي عزز سلطات الولي الفقيه في المجالات كافة. ومن هنا تفترض الدراسة أن هناك أهمية لدراسة طبيعة النظام السياسي الإيراني وأهم المؤسسات السياسية التي يستند إليها النظام وأهمية التمييز بين السلطة المعينة ممثلة بالمرشد الأعلى ورئيس الجمهورية المنتخب مباشرة من قبل الشعب الإيراني. إذ نجد أن العلاقة ما بين المنصبين ومن شغلهما تباينت بشكل واضح خلال الحقب الزمنية المختلفة وأهمية دور المؤسسات الأخرى في النظام الإيراني.
