من "دفاتر الحرب" التي تتناول مراحل عديدة ومختلفة من الشؤون السياسية والأمنية والإجتماعية، اختار "جورج سكاف" هذا الفصل الذي يختصر مرحلة هامة من تاريخ لبنان.
مرحلة قصيرة زمنياً إلا أنها غنيّة بالأحداث، وبالتطورات السياسية والإجتماعية، وُصفت، حينها، بأنها ثورة سياسية بيضاء، في زمن الثورات العسكرية المتنقلة، فأثبتت أنَّ الشرعية، بقوة القرار والموقف، تستطيع أن تواجه القوى غير الشرعية رغم سيطرتها على المرافق العامة وتغييب مؤسسات الدولة، فتضمن الإستمرارية للإنتقال من عهد إلى عهد، والمحافظة على وجود الدولة، في حدِّه الأدنى، بمبادرات فردية وصلاحيات إستثنائية مع سُلطات مُطلقة، تجعل من مرحلة تصريف الأعمال أكثر المراحل الإنتاجية، وتثبت أنَّ إرادة العمل في الشأن العام لا تفترض أن يأتي العمل بسهولة ومن تلقاء ذاته، بل يمكن أن يأتي من فوق، بقوة موقف وطني للمصلحة العامة، وبقوة قرار شرعي بوجه قوى مسلحة تحارب الشرعية.
ميزة هذا الكتاب أنه يظهر، بعين صحافي مراقب ومُنتقد، ما يجري عادة داخل دهاليز الحكم، ويظل عند دخوله الحكم ينظر إلى الأمور الرسمية من منظاره الصحافي الحريص على مصلحة الناس أولاً: صحافي تعاطى الشأن العام من دون إنتفاع أو تنقيع، فلم يرَ في الحكم ما يُعزُّه أكثر من الصحافة، ولا لامس فيه ما يُغري من مكاسب، تفوح منها، عادة، رائحة الفساد المستشري في أكثر الدوائر... داخل الحكم وغادره بعقلية الصحافي الذي ينتقد الدولة على كل تقصير أو تجاوز، والمطالبة بحقوق الناس والدفاع عن المصلحة الوطنية العامة، أي أن تكون الدولة في خدمة الشعب والحارسة لأمنه وإستقراره، والمحافظة على حقوقه وأمواله العامة والخاصة.
تجربة صحافي في الحكم، ليست الوحيدة، وإنما كانت دائماً مدعاة للإتعاظ، والإعتزاز.
