كثيرة هي الوقائع والأحداث التي شهدتها سورية على مدى أربعة عقود ونيف بين حكم الأب والابن - حافظ وبشار - ما دفع كاتباً مثقفاً حراً من لبنان للحديث عن "سورية المغلوب على أمرها" العنوان الذي اختاره فؤاد مطر ليشكل قراءة في: أحلام الأب "حافظ السوري - اللبناني - العراقي - الأميركوسوفياتي" وكوابيس الإبن "بشار - الروسي - الصيني - الفلسطينوإيراني" هكذا يعرف مطر أحلام الأب وكوابيس الابن بقلم الكاتب المتجرد وهو يصف هذه المحنة التي تعصف بالدولة ذات الرقم الصعب الثاني في معادلة الصراع مع إسرائيل ويقصد بها سورية. "وحيث أن المحنة السورية - على ما يرى المؤلف - لم تنته فصولاً، وهناك بفعل المداخلات الدولية والإقليمية مفاجآت تتوالى وتشكل في تداعياتها المزيد من التفتيت للدولة التي لم تعد ذلك الرقم الثاني الصعب في معادلة الصراع العربي - الإسرائيلي، فإنني اخترت لهذا الكتاب مقالات كتبتها خلال سنوات من الحكم البعثي - الأسدي إبناً بعد أب. ومن خلال القراءة المتأنية لما بين سطور هذه المقالات يمكن بلورة فكرة هذه المحنة التي تؤكد ما يحمله اسم الكتاب "سورية المغلوب على أمرها. قراءة في أحلام الأب حافظ وكوابيس الابن بشار" مع التوضيح بأن هذه المقالات توزَّع نشرها بين مجلة "التضامن" الأسبوعية السياسية التي كنت أنشرها في عقد الثمانينات من لندن وبين صحيفة "الشرق الأوسط" بصفة كوني أحد كتاب "الرأي" فيها وصحيفة "اللواء" اللبنانية (...) وفي كل ما تناولته كتاباتي وتحليلاتي في الشأن السوري كنتُ ذلك الكاتب الناقد المتجرد لا الكاتب الحاقد. وبهذه الروحية يصدر هذا الكتاب وبين دفتيه وجهات نظر هادئة في ظل وضع متفجر مع الدعاء بأن يضع العناد لدى الحاكم في العالم العربي أوزاره". يضم الكتاب ما يزيد على (169) مقالة كتبت بين عامي (1996-2012) اختتمت بـ "وثيقة تاريخية": النص الرسمي للمعاهدة بين سورية ولبنان في العام 1991.
