«قاطرة سلمان» هو الكتاب الثالث من ثلاثية: "النهج السعودي في ترويض الأزمات والصراعات" لمؤلفه الأستاذ فؤاد مطر وفيه يتابع ما بدأه في الجزءين الأول والثاني عن سياسة المملكة العربية السعودية ودورها في احتواء الأزمات التي تطال دول عربية إقليمية على مدى حوالي نصف قرن وخاصة المشهد السياسي المعاصر. قدم المؤلف لعمله هذا بتعريف ومما جاء فيه: "... قد يبدو هذا الكتاب عن سلمان بن عبد العزيز مبكٍّر الصدور على أساس أن الملك في بداية عهد نتمناه ميموناً له. وهذا يؤخذ في الاعتبار لو أن سلمان بن عبد العزيز تولَّى المُلك بفعل حدث مفاجئ أو أنه من المبكر الكتابة عما يمكن أن ينجزه. وجوابي عن ذلك إن تجربة سلمان بن عبد العزيز في إدارة شؤون البلاد والعباد وفي بناء جسور مع دول المنطقة لا تهزها أمزجة حكام مغامرين. وما يعالجه هذا الكتاب هو بمثابة إضاءة على قضايا عربية – إقليمية ودولية نجد الدور السعودي وبالإيجابية عموماً حاضراً فيها، وكيف أن بعض مقتضيات هذا الدور هو ترويض الأزمات والصراعات، أما إذا تطلَّب الأمر ما هو أكثر من الترويض بعد طول تحمُّل فهنالك الحزم والعزم من أجل الحسم.. مع ملاحظة أن كل ذلك يتم ضمن مشروع بسط أجواء الاستقرار في المنطقة وتحويل الأزمات والصراعات إلى حالة من التوافق تتآلف القلوب في رحابه.
يتألف الكتاب من العناوين الآتية: المقدمة: على قدر أهل الحزْم والحسْم والعزْم. فكرة هذا الكتاب عن رجل دولة صاحب تجربة استثنائية على مدى حوالى نصف قرن. يتبع ذلك: 1- تمهيد، 2- الحزن... والطمأنينة في يوم واحد، 3- هل يقتبس بوتين بحماية الساحل العلوي. 4- هذا اليمن المجهول المعلوم المكلوم، 5- القمة الخليجية – الأميركية في "كامب ديفيد"، 6- شراكة استراتيجية لترويض الفيتو الأوروبي، 7- إعلان أشبه بمعاهدة لإبقاء العلاقات على سكة السلامة، 8- هل يطمئن البال السعودي بعد قمة سلمان – أوباما؟، 9- ما قبل قمة "شرم الشيخ" وما خلالها.. وما بعدها، 10- سورية الهموم والاهتمامات تحت المجهر السعودي، 11- الخليج المتخوف وإيران المخيفة، 12- ملامح من مسيرة سلمان وليّ العهد. وأخيراً (الوثائق) وعددها (16)، وصور من الأرشيف.
