في المشرق العربي تتبلور لعبة السلطة والمنافسات انطلاقاً من مسألتي الأرض والمياه. لذلك تلعب مسألة الأرض دوراً رئيسياً في التقلبات السياسية التي تشهدها المنطقة منذ منتصف القرن العشرين؛ وكذلك فإن مسألة الوصول إلى مصادر المياه – المخصصة في معظمها للري – تثير منافسات حادة داخل الدول وفيما بينهما.
في هذا الحيّز الجاف، مع التزايد السكاني والمخاطر المتصلة بالتغيرات المناخية ترتفع درجات حدة التوتر المتمحور حول المسائل الزراعية والغذاء. يضاف إلى ذلك، أن القطاع الزراعي المقترن ببُعد هويّاتي وإقليمي شديد الوطأة، غالباً ما يوضع في خدمة سياسات التحكم بالحيّز الجغرافي.
في كتابه «المشرق العربي: السلطة، والأرض، والمياه» يسلط الدكتور المهندس بيير بلان الضوء على ست مناطق معروفة بأنها بؤر جيوسياسية مهمة: لبنان وسورية وإسرائيل والأراضي الفلسطينية والأردن ومصر. في هذه الأقاليم، تشكّل الأرض والمياه والغذاء عوامل عدم استقرار وتنافس على السلطة، وهي كذلك في جوهر إستراتيجيات تأكيد القوة شديدة الرسوخ في المنطقة. ولهذا يتناول المؤلف مسألة الأرض أولاً ثم المسألة المائية عبر استخدامها الأقوى في الري. كما يتناول المسألة الغذائية في علاقتها بمواضيع الأرض وبخاصة الري. وبهذا يذكّر بما للزراعة من مكانة مركزية في إستراتيجيات القوى ومنطق النزاعات.
هذا درس ينطبق على المشرق العربي كما ينطبق على بقية العالم.
المؤلف
"بيير بلان": كبير مهندسين في الأشغال العامة والمياه والأحراج، حائز على دكتوراه في الجغرافيا السياسية، مدرس وباحث في المركز الدولي للدراسات الزراعية المتوسطية العليا (CIHEM). اختصاصي في المشرق العربي، ورئيس تحرير المجلة الجامعية (Confluences Mediterranee)، وعضو المعهد الفرنسي للجغرافيا السياسية في جامعة باريس الثامنة وعضو معهد الأبحاث والدراسات المتوسطية المشرقية (Iremmo).
