بالطبع لم يكن بالامكان طرح هكذا مشروع لو لم يكن هنالك نظام عربي منخور وكيان اجتماعي متعب ومقهور. فهنا فقدت الدولة الوطنية مصدر شرعيتها الاول، وهو الشعب، عبر مصادرة الحقوق، كما لم يستطع الشعب بناء مصالحة على هيئة عقيدة تنظيرية واضحة لكونه انفصل عن المشاركة السياسية منذ زمن بعيد. وهذا يعني أنَّ مشروع الشرق الاوسط الذي سوف تتبعه ((خارطة الطريق)) يبقي على المنطقة ساحة مفتوحة للتجاذبات والتنافسات الدولية المتصاعدة، كما أنه لا علاقة حقيقية له بالبنية الداخلية لهذه المجتمعات الشرقية، الأمر الذي يبقيها في حالة اضطراب دائم وحالة من اللاحسم مستمرة، خصوصاً أمام الضغط الجديد، أعني ضغط الاقتصاد والاعلام المفتوح. هنا نجد كلاً من النظام السياسي والاجتماعي عرضة للتآكل، وهذا التآكل لا يفضي إلى تجديد وإنما إلى ارتداد أصولي وقَبَلي؛ فكل من الدولة والمجتمع يصب قهره على الآخر كحالة عجز عن مواجهة التغييرات العالمية. وبهذا تكون لدينا حالة من الامتناع للطرف الخارجي وممانعة من الطرف الداخلي
