في هذا الكتاب يضع الكاتب عصام عمرو دستوراً للشغف، ولكنه ليس كأي دستورٍ قانوني ألفناه، وإنما هو دستور له كينونته النصية الخاصة. فهو ينبض بحرارة حروفه المتآلفة، ومكتوب بلغة القلب وأعراضه ودلالاته، فالموضوع المنتقى هو (الحب) بما هو قيمة شعورية لا تستقيم إلاّ بذلك (الشغف) بين طرفين؛ لذلك كان لا بد من كتابة دستور لحمايتهما. "وفي حال أردتم أن تتأكّدوا من صحّة هذه القوانين ودستوريتها، وكل ما قد يتبعها، فالجأوا إلى القلب واستمعوا لحكم نبضاته". بهذه العبارات يدعونا الكاتب عصام عمرو لقراءة (دستور الشغف) عبر نصوصه المعنونة بين "هيكلية الحب"، و"بين الحب والكره"، "صلاحيات الحب"، "في مفهوم الحب"، "في السعادة"، "وصف الحبيب"، "في المناجاة"، و"أحكام شاملة" أخرى...

● "كيف لا يكون الحب منقذاً؟ فكم من غارق في بحر من الهموم، تلتهمه نيران المسؤليات وتسخر منه أشباح الأحزان.. فتصطاده ابتسامة لتحيي روحه من بين الأموات".
