شاعر وكاتب عراقي، ولد في الهندية – العراق عام 1947، دكتوراه في الفلسفة من جامعة بواتييه ـ فرنسا.
رئيس المفوضية العليا المستقلة للانتخابات في العراق، عضو بعثة الأمم المتحدة الى هايتي بين 1993 و1995.
رئيس تحرير القسم العربي في وكالة انباء يونايتدبرس انترناشيونال منذ تأسيسه في 1995 حتى نهاية 2003 .
مؤسس القسم العربي في جامعة بواتييه الفرنسية والمحاضر الاساسي فيه بين 1982 و1985.
مستشار لدى منظمة العفو الدولية ومبعوثها الخاص إلى لبنان في 1991 والى اليمن في 1992 ثم عضو وفدها الى اليمن خلال الحرب الداخلية في 1994.
Book Description
لا تكف الفلسفة الهيغلية عن الحضور في حياتنا الراهنة، رغم مرور ما يزيد على قرن ونصف القرن على وفاة صاحبها. ذلك أنها "منبع كل عظيم" في الفكر الغربي المعاصر كما كتب ميرلوبونتي منذ أربعينيات القرن الماضي. فنحن نجدها بالفعل في أساس وجوهر التيارات الكبرى في الفكر والفن والأدب التي سادت القرن العشرين، كالماركسية والوجودية والهايدغرية والبنيوية والتفكيكية، كما تنتمي لها صراحة الأيديولوجيات كافة التي رسمت مصير القرن الماضي.
فهذه التيارات والأيديولوجيات، على رغم ظاهر الصراع الطاحن في ما بينها، تحرص جميعاً على الاستعانة بالفلسفة الهيغلية لإثبات عقلانيتها وشرعيتها التاريخية، كل منها ضد الأخرى.
إلى ذلك، لا تزال التصورات والأحكام الهيغلية بشأن الأمم الشرقية، ولا سيما العربية والإسلامية، تطبع، بحدود كبيرة، مجمل المنظورات الغربية حولها. والحال أن كثيراً من الأفكار والأحلام تلك يجد أصوله في "مقدمة" ابن خلدون، بل إن التناظر بين هيغل وابن خلدون يصبح مدهشاً كلما توغلنا أكثر في معرفة حيثياته.
في هذه الدراسة، الأولى في هذا الموضوع، محاولة للكشف عن أبعاد وسبل هذا التناظر، فضلاً عن إثبات ما هو حي من أفكار خلدونية حول فلسفتي التاريخ والدولة في الفكر الغربي.
