لقد احتوت شخصية صدام وتربيته ملامح غير عادية تشبه ما وجده علماء النفس الذين درسوا التجارب الشخصية لديكتاتوريين سبق أن شنوا حروباً. أما الدولة العراقية فيجري تحليلها انطلاقاً من ضعفها الداخلي المميز، بما في ذلك المشاكل المذهبية والإثنية والمتصلة بالبنية السياسية. فالعراق الذي واجهته أزمة اقتصادية حادة، ناجمة عن آثار الحرب مع إيران، بحث عن كبش محرقة على النحو الذي عبّرت عنه سياسته الخارجية.
