يعالج الكتاب موضوع التغيّرات في النظم والمؤسسات السياسية، حيث يفترض هانتنغتون أن تلك التغيّرات إنما تحدث بسبب الاضطرابات الناشئة داخل النظام السياسي والاجتماعي.
ينتقد هانتنغتون نظرية التحديث، معللاً ذلك بأنّ حجتها القائلة بأنّ التغيير والتنمية الاقتصادية هما العاملان الرئيسان المسؤولان عن إنشاء أنظمة سياسية مستقرة وديمقراطية إنما هي حجة متصدعة. ويركّز، بدلاً من ذلك، على عوامل أخرى مثل التحضّر، محو الأمية، التعبئة الاجتماعية والنمو الاقتصادي. ويؤكد أن هذه العوامل ليست مرتبطة إلى حدٍّ كبير بالتنمية السياسية؛ رغم أنّه يراها مترابطة، لكن متمايزة.
يقول هانتنغتون إنّ النظام نفسه هدفٌ بالغ الأهمية في البلدان النامية، ويجب عدم الخلط بين مسألة وجود أو عدم وجود النظام وبين مسألة نوع هذا النظام، سواء من حيث طبيعته السياسية أو من حيث توجّهه الاقتصادي.
