يشتمل على مائة وأربعة وعشرين قاعد فقهية , لإشتملت في مجموعها على ما يزيد على ألف مسألة فقهية , مطبقة على تلك القواعد , وبعد أن ينتهي المؤلف من ذكر القاعدة وتطبيقاتها كثيرا ما يذليها بذكر تنبيه يحمل اعتراضا , أو مناقشة لبعض أقوال العلماء التي مرت في القاعدة , وربما ذكر المؤلف بعض الحكايات المفيدة , ذات صلة بالموضوع , التي جرت في المذاكرة بين العلماء . وقد تناول ثلاثة أنواع من القواعد الفقهية : 1 ـ قواعد عامة متفق عليها بين العلماء . 2 ـ قواعد عامة غير متفق عليها بين العلماء . 3 ـ قواعد خاصة ( ظوابط ) مختلف عليها بين الفقهاء
