لُقب بـ «الوزير الفنان» نظرًا لإبداعاته وكونه أحد أشهر الفنانين التشكيليين في مصر.
لم يحصر ذاته في مجال الفن التشكيلي، فقد كان فنانًا مدركًا بحسه لتفاصل الإبداعي الإنساني في كافة المجالات، ولذا شهدت فترة توليه وزارة الثقافة في الفترة من 1987 – 2011 حالة من التنوع والتعدد الثقافي الساعي إلى إبراز عمق وغنى الحضارة والثقافة المصرية.. وهو ما جعله يخوض معارك كثيرة لعل أشهرها: معركة اختياره وزيرًا للثقافة، القانون 103 وترميم أبي الهول، وانتخابات اليونسكو، وإضافة لرأيه في قضية الحجاب.
كما تعرض للكثير من المواقف الصعبة التي ما زال يتحدث عنها بأٍى، في مقدمتها: حريق مسرح ثقافة بنى سويف، وسرقة لوحة زهرة الخشخاش.
ولكن الثقافة في مصر لا يمكن أن تتجاهل إسهاماته المؤثرة في ترميم الآثار وافتتاح الأوبرا، وإعادة ترميم الأوبرا في دمنهور والإسكندرية، وافتتاح قصور الثقافة في كافة ربوع مصر، واكتشاف المواهب، وافتتاح مسرح الهناجر ومركز الإبداع بالأوبرا، وتقديم مصر في مكانتها الثقافية التي تليق بها من خلال إعادة الحياة لمكتبة الإسكندرية ووضع حجر الأساسي والتصور للمتحف المصري الكبير وإنشاء متحف الحضارة.
