جمع المؤلف في هذا الكتاب بما أمكن جمعه من شعر ثلاثةٍ من الشعراء الصعاليك، وهم الشنفري الأزدي، وله مائة وثمانية وستون بيتاً، موزعة على ثماني عشرة قصيدة ومقطوعة، والسليك بن السلكة، وله واحد وخمسون بيتاً، انتظمت في ثماني عشر قصيدة ومقطوعة؛ وعمرو بن براق، وله ثمانية عشر بيتاً، ضمن قصيدة واحدة.
ويقوم عمله في هذا الكتاب، وفقاً للخطة الآتية: تصدير الكتاب بمقدمة تعريفاً بالصعاليك: نشأةً، وسلوكاً، وأهدافاً، التعريف بالشعراء الثلاثة: الشنفري، والسليك بن السلكة، وعمرو بن براق، ووضع ترجمة كلٍّ منهم قبل أشعاره، شرح القصائد والمقطوعات والأبيات شرحاً مفصلاً، مع الحرص على ضبط الألفاظ، وتعيين البحور الشعرية، توثيق القصائد والمقطوعات والأبيات ما أمكن، وردّها إلى مظانِّها ومصادرها الأدبية واللغوية، تزويد الكتاب بفهارس فنية، تساعد القارئ، وتمكنه من الرجوع إلى مواد الكتاب بسهولة ويسر.
