يضم هذا الكتاب مقدمة وخمسة فصول. يركز الفصل الأول على تحديد الخصائص الأساسية للنظام الحزبي ثم يتطرق إلى نشأة الأحزاب والنظم الحزبية حسب تفسيرات نظرية الانقسامات وكيف تكتسب تلك النظم خاصية المأسسة، مع ذكر إيجابيات وسلبيات هذه الأخيرة . ويتناول الفصل الثاني دراسة دينامية النظم الحزبية وبالأخص تأثير سلوك المصوتين على تغيير الأنظمة الحزبية وكذلك تأثير الاستقطاب على الاستقرار الحكومي. أما الفصل الثالث فهو يقدم لمحة موجزة عن النظم الانتخابية المطبقة فعلا في الفترة 1945- 2011 ،ويوضح أيضا طرق توزيع المقاعد في النظم النسبية. وهذا بالإضافة إلى تحديد العلاقات بين النظم الانتخابية والنظم الحزبية، واللانسبية والأغلبية البرلمانية.
ويشكل الفصل الرابع المتعلق بالحكومات الإئتلافية،قلب السياسة الحزبية وبالتالي هو أيضا قلب هذا الكتاب. ويهتم بتحديد معنى الحكومة، وأنواع الوزراء في المجالس الوزارية وكيف تتخذ القرارات فيها. كما يوضح كيف يؤثر كل فاعل من الفاعلين الذين يبنون الحكومة وما هي أهداف كل فاعل منها. ثم يتم التطرق إلى الاتفاقيات بين أحزاب الحكومة وكيف توزع الوزارة الأولى والوزارات الأخرى. فضلا عن عرض أنماط الحكومات الإئتلافية وكذلك معالجة موضوع استقرار الحكومات وأسباب نهاية الحكومات الإئتلافية (دورة حياة الحكومات). وتم تخصيص الفصل الخامس والأخير إلى شرح موجز لتصنيفات النظم الحزبية في الفترة الممتدة بين (1951- 2014). وهذه الأخيرة هي في الواقع تعكس تطور دراسة النظم الحزبية عبر الزمن، مع الإشارة إلى مزايا ونقائص كل تصنيف.
