لقد كان واضعو المناهج الجديدة، في ما خص اللغة العربية، قد جعلوا للتعبير الكتابي مكانة ملموسة ، ولكنها ابعد ما تكون عن الوضوح؛ بدليل ان القيِّمين على شأن هذه المناهج، ما لبثوا ان طرحوا جدولاً بالكفايات التي ينبغي للمتعلمين ، في المرحلة الثانوية التي نحن بصددها، ان يكتسبوها ، ومن بينها كفايات التعبير الكتابي. ففي حين لم ترد كلمة تعبيرفي ثبت الأهداف الخاصة الواردة بكل سنة ثانوية على حدة1 ، فقد أبرزت مقدمة المرسوم ، في عرضها فلسفة منهج مادة اللغة العربية وآدابها تصورا قائما على اربعة اركان : 1- المحادثة والتعبير الشفهي، 2- القراءة ، 3- القواعد ، 4- التعبير الكتابي ، وقد أُفرد لمصطلح التعبير الكتابي ثلاثة أَسطر ونيف، ذكر فيها ان للإِنشاء الحرِّ او الموجه دورا في تعبير المتعلم عن نفسهِ ، بالإضافة الى تقنيات وأساليب ومنهجيات متنوعة1.
