إن بروز العديد من نظام الإعلام اللامركزية - محلية وإقليمية - يعنى أن الإعلام المحلى اللامركزى فرضاً بقدرته المطلوبة على التحديد والتخصيص والتوجيه وبارتباطه الوثيق بمجتمعاته وجماهيره المحددة يمكن أن يلعب دوراً مهماً فى مجتمعه سواء أكان ذلك فى العالم المتقدم أم فى العالم النامى بل ويستطيع الباحث أن يزعم أن فكرة الاتصال المحلى (بوسائله المحلية والإقليمية) تستمد أصولها من الأفكار الفلسفية واليوتوبية للديموقراطية إذ تبدو هذه الوسائل انعكاساً للتعددية الاجتماعية والثقافية والسياسية فى المجتمع. بل إن فكرة الديموقراطية فى حد ذاتها تعنى إتاحة الفرصة لأن تتعدد وسائل الإعلام وتتنوع وفق تنوع بيئاتها وتعددها اجتماعياً وسياسياً وثقافياً كما تعنى إسهام الجماهير ومشاركتهم فى عملية صنع القرار عن طريق استقاء المعلومات وتبادلها عبر وسائل الإعلام التى تعمل كحلقة ربط واتصال ثنائى الاتجاه ما بين القيادة والجماهير.
