في هذا الكتاب، بحث لوبون في الصفات النفسية للأعراق البشرية، وتغير أخلاقها ومراتبها، وفي تفاوت الأفراد والعروق، وفي تكوين العروق التاريخية، وفي كون عناصر الحضارة مظهرًا خارجيًا لروح الأمة، وفي تحول النظم والمعتقدات والفنون، وفي تأثير المبادئ في حياة الأمم، وفي تأثير الديانات في تطور الحضارات، وفي شأن العظماء في تاريخ الأمم، وفي ذوي الحضارات وانطفائها.. فبين في كتابه هذا أن الحضارات كلما تقدمت تفاوتت الشعوب والأفراد، وأن البشرية تسير إلى التفاوت لا إلى المساواة. ومما وجده لوبون أن العروق تختلف فيما بينها بما تشتمل عليه من صفوة الرجال، وأن الحضارات تؤدي إلى تفاوت الأفراد بالتدريج من الناحية الذهنية، وأن الأمم كلما تقدمت في ميدان الحضارة تفاوت الجنسان فيها بنسبة هذا التقدم. وكتاب "السنن النفسية لتطور الأمم" عظيم الشأن، وهو لهذا العظم اتفق له من الأثر البالغ في أقطاب السياسة ما رأوا معه اتخاذه خير رفيق لهم، حتى إن رئيس جمهورية الولايات المتحدة الأمريكية، ثيودور روزفلت، كان يستصحبه في حله وترحاله مستلهمًا إياه في سياسته، كما صرح بذلك غير مرة.
