هل تبدّل ميزان القوى في جوهره؟ هل صار من الممكن حقاً أن تقوم للشعب الفلسطيني دولة مستقلة؟
وعند سؤال هذه الأسئلة يبرز سيلاً من الأسئلة الأخرى: ما الذي أحدثه التحول الحاسم في الموقف الوطني الفلسطيني، التحوّل الذي جسدته وثيقة إعلان الاستقلال في العام 1988، حين دعت إلى قيام الدولة الفلسطينية في هدى قرارات الشرعية الدولية، أيّ إلى قيام هذه الدولة جنباً إلى جنب مع قيام دولة اسرائيل؟ وما الذي أحدثته مبادرة السلام الفلسطينية التي أقرها المجلس الوطني في دورته ذاتها التي أقرّت وثيقة إعلان الاستقلال، هذه المبادرة التي أيدّها في حينه اثنان وثمانون بالمائة من أعضاء المجلس؟ هل سار الجهد الفلسطيني، منذ 1988 حتى الآن، في الطريق الصحيح لوضع إعلان الاستقلال والمبادرة السلمية في موضع التطبيق، ولماذا لم تقم، إذًا، الدولة المنشودة ولم يتحقق أيّ استقلال؟ هذه الأسئلة وما يتصل بها من شؤون وشجون ستتناولها هذه الدراسة. إذ ما دمنا نرى أن وقتاً طويلاً آخر سيمر قبل أن تقوم هذه الدولة، فلا أقل من أن نستثمر بعض هذا الوقت في التحاور حول معيقات قيامها.
