إن الرعاية الاجتماعية بمفهومها العام ظاهرةٌ دائمة وعادةٌ راسخة يمارسها الإنسان بشكل تلقائي فِطري ـ في كل مكان وزمان، وفي ظل أي ثقافة ـ منذ بدء الخليقة، وستظل تعيش عبر الفترات التاريخية المتلاحقة إلى أن يرث الله الأرض ومن عليها؛ لأن عنصر الضرورة يحكمها ويفرضها. ولذلك، فهي تشير إلى كل الجهود التي يبذلها الإنسان سعيًا وراء توفير خدمات وبرامج بُغية إشباع احتياجاته المتعددة والمتجددة. وتتجلّى صور الرعاية الاجتماعية بمعناها العام في مد يد العون للضعفاء والفقراء والمحتاجين والمهمَّشين والمظلومين والمعرَّضين للمخاطر والاضطرابات وغيرهم، وتتجلّى بمعناها الاصطلاحي في دُور رعاية المسنين ودُور رعاية وتأهيل نزلاء المؤسسات الإصلاحية والعقابية ودُور رعاية الأيتام وأقسام الخدمة الاجتماعية بالمدارس والجامعات ومنظمات المجتمع المدني وغيرها.
ولأن الحاجة أم الاختراع، فقد كان عجز الإنسان عن إشباع حاجاته الأساسية والطارئة بشكل مُرضٍ وعجز الجماعة أو المجتمع اللذين ينتمي إليهما كذلك عن إشباعها في أحيان كثيرة مدخلًا لوضع مناهج منظمة للرعاية الاجتماعية بحيث تتحول من مجرد عادة إنسانية تُمارَس بشكل عفوي غير مدروس إلى علم منضبط له نظرياته وتطبيقاته ومدارسه المتعددة.
يتناول هذا الكتاب بالرصد والتحليل نشأة وتطور مفهوم الرعاية الاجتماعية، ومبادئها وخصائصها، وفلسفتها وأهدافها، ومجالاتها والخدمات التي تقدِّمها، وأخيرًا منظماتها.
