"منذ قديم الأزل، وفي كل المجتمعات على مرّ التاريخ، والإعدام هو وسيلة مستخدمة لعقاب المجرمين والمعارضين السياسيين على السواء! ويسهم الإعدام كوسيلة عقاب مخيفة في الحد من الجرائم وفي استقرار أنظمة الحكم وحمايتها من المعارضين الذين يطلق عليهم في هذه الحالة اسم الخونة!.
وتعود عقوبة الإعدام إلى بدايات التاريخ البشري. ومنذ أن وَضَعَ الإنسان نظما لتطبيق العدالة ولعقاب المذنبين، فإن هذه النظم كانت تتضمن العقاب البدني، والعزل، والنفي، والإعدام.
وفي المجتمعات القبلية الصغيرة، عادة ما تكون الجرائم نادرة، وعادة ما يتردد صاحب القرار في الحكم بالموت أو النفي على أحد أفراد العشيرة، ولهذا كان قليلا جدا ما ينفذ حكم الإعدام. إلا أنه كان ينفذ ضد مرتكبي الجرائم من خارج العشيرة، حتى في حالة الجرائم الصغيرة كالسرقة مثلا، إذ تعتبر الجريمة في هذه الحالة كإهانة موجهة للقبيلة أو العشيرة كلها، وبالتالي لابد من توقيع أقصى عقاب – الذي هو الموت - على مرتكبها."
