ترصد الرواية قصة تحول أحد المواطنين العاديين إلى رئيس للدولة التي يعيش فيها، وتلك التجارب الحياتية والعملية التي مر بها والمعايير التي اجتازها حتى يتقلد ذلك المنصب. وتعكس القصة بلهجة ساخرة، مشوار ذلك الرئيس بعد أن تقلد منصبه الجديد، والمفارقات التي يقع فيها نتيجة مهامه الجديدة. وتتطرق الأحداث إلى الهيمنة الخارجية على الدول النامية، والتي تتحكم بشكل شبه كامل في تحديد مصائرها، وترصد كيف يمكن لتلك الدول أن تحمي رئيسا فاسدًا حتى وإن ثار عليه شعبه.
وجاء في الرواية الجديدة: "منذ ذلك اليوم لم يتنفس أحد بالمنازل إلا بإذني، طبقت وصايا أولاد الليل الذين نشأت بينهم، اخترت عشرة صبية أشداء ليعاونوني في فرض النظام، وضع الحداد- بأمري- بوابة حديدية على مدخل الحارة، وعينت عليها الصبية ليحرسوها ليل نهار، ويسجلوا حركة دخول الناس وخروجهم في دفاتر يومية، ويحصرون في خانة الملاحظات محتويات الحقائب التي يحملونها في أيديهم، ويعطونني أولًا بأول التقارير عن نبض الناس وتحركاتهم".
