يحاول المؤلف في هذا الكتاب، إيضاح بعض الأفكار المهمة في عالم اليوم، المتسارع جدًّا بأحداثه، ومعطياته، وحراكه الدولي، على صعيد الأداء الإستراتيجي للقوى الدولية، ولا سيما في ظل تغير مفهوم القوة وصورها، فضلًا على ظهور التحديات العالمية المجابهة لمكانة القوى الدولية عالميًّا.ولعله من نافلة القول، أن الولايات المتحدة الأمريكية هي الدولة الأكثر تأثيرًا في السياسة الدولية المعاصرة؛ لما تمتلكه من مدخلات القوة والتأثير ضمن أداءٍ إستراتيجيٍّ منضبطٍ، مرتكنٍ إلى عقيدة تُسَيّر الماكينة الأمريكية بمجملها نحو هدف واحد، ألا وهو التربع على قمة الهرم الدولي. واتساقًا مع ذلك، تشكل القوة الإستراتيجية الأمريكية بمفهومها الشامل، مضمون ذلك الأداء الإستراتيجي الأمريكي، الذي تبلور بشكل تدريجي منذ نهاية الحرب العالمية الثانية صعودًا إلى يومنا هذا، إذ عمدت مجمل الإدارات الأمريكية إلى تشغيل كل مفاعيل قوتها الإستراتيجية، وتوظيفها عبر أداء إستراتيجي تميز بالمرونة على نحو يؤمن انسيابية حركته الخارجية لتقودها بالمحصلة إلى تحقيق الأهداف الكونية للدولة الأمريكية.
وتفيد المقارنة بين إدارة جورج ولكر بوش وإدارة باراك أوباما في أن كلًّا منهما عمدت إلى تحقيق غاية هذا المشروع الأمريكي عبر آليات مختلفة، فبينما ذهبت إدارة جورج بوش الابن إلى تبني آليات القوة الصلبة عبر ممارسات استباقية ووقائية، حرصت إدارة باراك أوباما في المقابل على تبني آليات تجمع بين القوة الصلبة والناعمة ضمن إطار آلية القوة الذكية “Smart Power” وعلى نحو لم يؤدِّ إلى احتواء واقع التراجع الدولي الأمريكي من جراء حروب جورج بوش الابن وسياساته فحسب، وإنما إلى دعم المكانة الدولية الأمريكية بعنصر مضاف، جعلها أعمق إدراكًا لواقع المتغيرات الدولية الراهنة وأكثر اتساقًا مع تسارع حركة التاريخ الدولي أيضًا. إذن، فالمحصلة أن فاعلية توظيف القوة الذكية في عهد إدارة باراك أوباما، بوصفها آلية لأداء إستراتيجي جديد، أفضى إلى ضبط الأداء الإستراتيجي للولايات المتحدة الأمريكية سبيلًا لتحقيق أهداف سياستها الخارجية، ومن ثم ديمومة تربعها على قمة الهرم السياسي الدولي.
