"يعتبر الإعلام المنبر الرئيس لتسويق ونشر الديمقراطية وللسوق الحرة للأفكار وللرأي والرأي الأخر. فهو مؤسسة تسهر على تنوير الرأي العام الذي يعتبر السلطة الحقيقية في المجتمع. والإعلام الفعال الذي يفرز الديمقراطية ويؤثر فيها ويتأثر بها هو ذلك الإعلام الذي يستند إلى مجتمع مدني فعال وإلى قوة مضادة داخل المجتمع تعمل على إفراز ثقافة ديمقراطية وحراك سياسي يقومان على المراقبة وكشف الحقائق والوقوف أمام الفساد والتجاوزات واستغلال النفوذ والسلطة وترشيد القرار.
ثمة سؤال يدور في أذهان الكثيرين وقد تكرر طرحة في مناسبات علمية عديدة، هذا السؤال يتعلق بأيهما يجب أن يكون موضع أهتمام وأولوية أكثر من الأخر، الإعلام أم الديمقراطية؟ وبصيغة أخرى ربما أكثر دقة هل الإعلام الحر يؤدي إلى الديمقراطية، أم أن الديمقراطية هي التي تنتج لنا في نهاية المطاف أعلاما حرا؟
وقد أختلف الباحثون والمتخصصون في الإجابة على هذا السؤال حيث رأي البعض أن حرية الإعلام شرط أساسي لقيام الديمقراطية وأن الأولى- أي حرية الإعلام هي التي تحقق الثانية- الديمقراطية وأن الإعلام هو أحد الأدوات التي تسهم في تدعيم الأوضاع الديمقراطية في المجتمع، وذهب هؤلاء إلى حد اعتبار حرية الإعلام مظهر من الديمقراطية وأن أحد معايير قياس الديمقراطية في أي مجتمع هو مدى ما تتمتع به وسائل الإعلام من حرية، وهو ما يتحدد وفقا للتشريعات الإعلامية القائمة التي تنظم العلاقة بين الإعلاميين ووسائلهم، والجمهور المتلقي، والنظام السياسي، وما يترتيب على كل تلك العلاقة من حدود لمضمون الخطاب الإعلامي المنتج. ويذهب هؤلاء إلى أبعد من ذلك حيث يعتقدون أن الإعلام الحر هو الوسيلة الأكثر فاعلية لمراقبة تجاوز السلطة، وأنه بالتالي بقدر ما يتاح له من حرية تزداد قدرته على ضبط المخالفات والتجاوزات، والمساهمة في منعها، ولذلك أطلق هؤلاء على الصحافة لقب السلطة الرابعة التي تراقب السلطات الثلاث، التشريعية والتنفيذية والقضائية.
