يعد مفهوم حقوق الإنسان (Human Rights) من المفاهيم شائعة الاستخدام في الأدبيات السياسية الحديثة وفي الخطاب السياسي المعاصر عموماً. وتعد قضية حقوق الإنسان من أهم القضايا المطروحة حالياً على الساحة السياسية في المستويات المحلية والعالمية. فعلى المستوى العالمي، وبعد انتهاء الحرب العالمية العالمية الثانية، ظهرت الحاجة للسلم العالمي وضرورة خلق توازن دولي، فضلاً عن سعي عدد من الشعوب إلى تحقيق استقلالها وبناء الدولة الوطنية، فظهرت الهيئات ومنظمات المجتمع الدولي المعنية بحقوق الإنسان وحرياته الأساسية، والتي انبثقت عنها العديد من المعاهدات والاتفاقيات الدولية في شتى مجالات الحقوق الإنسانية، التي كان من أهمها الإعلان العالمي لحقوق الإنسان في عام 1948.
أن حقوق الإنسان هي حقوق متأصلة في البشر جميعاً مهما كانت جنيستهم، أو مكان اقامتهم، أو نوع جنسهم، أو أصلهم الوطني أو العرقي، أو لونهم، أو دينهم، أو لغتهم، أو أي وضع اخر. وللبشر الحق في الحصول على حقوقهم الإنسانية على قدم المساواة وبدون تمييز. وجميع هذه الحقوق مترابطة ومتآزرة وغير قابلة للتجزئة.
ويشكل الاعتراف بحقوق الإنسان في الوقت الحاضر دليلاً على وعي الشعوب ومؤشراً على رقي نظام الحكم فيها، حتى باتت التقارير التي تصدرها المنظمات الأقليمية والدولية عن وضع حقوق الإنسان في أي دولة من الدول ملفات قد تتضمن في ثناياها التأييد أو الاتهام للنظام السياسي الموجود في تلك الدولة، بحيث بدأت الأنظمة السياسية تتسابق من أجل تحسين صورتها لتبدو محترمة لحقوق الإنسان فيها.
