منذ فجر التاريخ والطغيان أينما وجدت البشرية نجدها، وقد عالج القرآن هذه الظاهرة عندما قص علينا قصة فرعون، الذي يمثل قمة الطغيان، وكيف كان السبب في طغيانه قبول الناس لهذا الاستبداد والخضوع له، والسكوت عن ظلمه وتجبره وطغيانه، وفي هذا يقول الله سبحانه وتعالى عن فرعون "فاستخف قومه فأطاعوه إنهم كانوا قوماً فاسقين"، ويقول عبد الرحمن الكواكبي في كتابه الشهير "طبائع الاستبداد ومصارع الاستعباد" إن الطاغية يتحكم في شؤون الناس بإرادته لا بإراتهم، وبحامهم بهواه لا بشريعتهم، ويعلم من نفسه أنه الغاصب المعتدي، فيضع كعبي رجليه في أفواه ملايين الناس، لسدها عن النطق بالحق والامتثال لمطالبه، أما دائرة معارف البستاني، فتذكر تحت مادة طاغية في المجلد السادس صحيفة 93، ويقال طغى فلان أي اسرف في المعاصي والظلم والطاغية هو الجبار والاحمق والمتكبر والصاعقة، والمراد به هنا من تولى حكماً فاستند وطغى وتجاوز حدود الاستقامة والعدل تنفيذاً لمأربه فيمن تناوله حكمه وما بلغت سلطته إليه، وقد عرفت البشرية على مدى تاريخها على الأرض الطغيان بكل صوره وأشكاله، ولكنها كانت دائماً تفاجأ بنماذج تجعلها تتوقف عندها طويلاً، لتجردهم التام من أدميتهم وإنسانيتهم، وتحولهم ببشاعة إلى وحوش ضاربة تتخفى وراء ملامح بشرية، هذا الكتاب يتناول أشهر هؤلاء الطغاة الذين ما إن وصلوا للسلطة في بلادهم حتى أحكموا قبضتهم الرهيبة على البلاد والعباد بمنتهى القمع والوحشية، فأماتوا ضمائرهم، وأعموا بصائرهم، وباعوا كل القيم واستباحوا كل المحرمات، وتحولوا إلى قتلة ومصاصي دماء لشعوبهم البائسة.
