ولد الكاتب العراقي على بدر في بغداد / الكرادة الشرقية 1964 . بكالوريس فى الأدب الفرنسى 1985 . بين عامى 1985 و 1991 أدى الخدمة العسكرية حيث أمضى نصفها فى الحرب العراقية الإيرانية . بعدها دخل فى دورات متخصصة فى تحقيق المخطوطات وتصليحها بدار المخطوطات الوطنية فى بغداد 1992 . حاول إكمال دراسته الجامعية ببغداد عام 1996 وذلك عبر كتابة أطروحة عن رولان بارت ، غير انه فصل لأسباب سياسية من الجامعة Ali Bader

قد يمكن اعتبار على بدر أفضل روائى عراقى ظهر رغم حالة الحصار الثقافى فى السنوات العشر الأخيرة ، فقد استطاع بدر تجاوز اغراءات الواقع العراقى القاسى السقيمة فى التسعينات من القرن الماضى ، بل نجح بشكل بارز فى تناول الانحطاط الذى وجد نفسه الأدب العراقى قد وصله بسبب الأحداث السياسية والحروب التى مر بها العراق . فقد أحدثت رواياته مفاجأة كبيرة للوسط الثقافى العراقى والعربى وذلك لأنها اعتمدت نموذج الرواية التاريخية ، دون ان تقع فى التقليد الفاقع للواقع أو للتاريخ ، بل جاءت بجرأة وتناولت فترات ثقافية عراقية مزدهرة أو منحطة لكنها شكلت انعطافاً فى تاريخ العراق الحديث

رواية غرائبية بأجوائها وفصولها الساحرة. مدينة شمال العراق، يقطنها المسيحيون السريان يصلها بطل الرواية، وهو معلم متسرح من الجيش عقب انتهاء حرب الخليج الأولى، بتوصية من سيدة تركمانية، ابنة شاعر يلتقيها صدفة في مكتبة القنصلية البريطانية. وتتوالى أحداث الرواية منذ أول خطوة لهذا الشخص داخل المدينة إذ يثير وجوده هلعاً شديداً بين قاطنيها، فيهرب الجميع منه.
