هذا الكتاب مشروع ثقافي جماعي، حاولنا من خلال طرحه استدعاء النظر إلى موضوع هجرة الكفاءات من الوجه الآخر، ذلك أن معظم الكتابات اهتمت برصد الآثار السلبية للهجرة، والقليل الذي توق عند الوجه الإيجابي. ولا ندعي أننا أحطنا بعلم الموضوع، وإنما هي محاولة لفتح آفاق جديدة، ومن زوايا إضافية، خاصة في حقبة الانفتاح والعولمة. فالهجرة سنة النبوة، فهي مدافعة للواقع، وممارسة للتغيير، وهي جهاد؛ والجهاد ماض إلى يوم القيامة، فالهجرة قائمة ودائمة ومستمرة إلى يوم القيامة؛ والهجرة القاصدة تبدأ من داخل النفس، فالأعمال بالنيات، والمهاجر من هجر ما نهى الله عنه، فالمسلم في الأصل مهاجر، وهو مواطن عالمي يحمل رسالة الإنقاذ والرحمة للعالمين؛ والإسلام رسالة إنسانية، والهجرة هي وسيلة البيان والبلاغ. وللهجرة في تاريخنا الثقافي والحضاري أعماق وآفاق أكبر من أن يحاط بها. والذي يستوعب بعض مفاعيل الهجرة في تاريخنا، ويستوعب عطاءها الذي كان ولا يزال سبيلا لفك الحصار وتحقيق الانتشار وحمل قيم الدين إلى الناس، وتوفير حرية الاعتقاد، والحيلولة دون ممارسة الفتنة والإكراه، وصناعة حضارة إنسانية تساهم فيها كل العروق والأجناس والألوان والثقافات، يدرك الأهمية الكبرى لاجتهاد سيدنا عمر، رضي الله عنه، المبكر باعتماد التاريخ الهجري، بأبعاده الشرعية والثقافية والسياسية والاقتصادية والتاريخية والمستقبلية، وأن هذا يعتبر من أهم اجتهاداته المفصلية، التي شكلت رؤية حضارية خالدة.
