الجاسوسية ظاهرة قديمة قدم التاريخ الإنساني، عرفها الإنسان في صراعاته المتعددة [ دينية – قومية – اقتصادية] وتطورت الجاسوسية في كل مجتمع بشري بقدر يناسب ما لديه من وسائل لجمع المعلومات ونقلها وتحليلها، ويكاد القرن العشرون يكون أحفل الحقب في التاريخ الإنساني بهذا النشاط الحيوي المثير، المحوط في وعي الناس بكثير من الغموض والإبداع والتفرد، وقد كان المناخ السياسي العالمي الذي دأب على الانتقال من توتر إلى توتر سببا من أسباب تضخم الظاهرة، وبالتالي تضخم الأجهزة التي تقوم بها، وازدياد نفوذها. فخلال هذا القرن اشتعلت حربان ضاريتان اكتوى العالم كله تقريبا بنيرانهما ولم تتوقف الحروب الإقليمية، ومع تتابع ما يسمى ''الحرب الباردة'' بين المعسكرين الشرقي والغربي، وهي الحرب التي انتهت بسقوط ما كان يسمى ''الاتحاد السوفييتي'' ظهرت جاسوسية جديدة – أو ازدادت أهميتها – هي الجاسوسية الاقتصادية والتقنية، هي لا تقل شراسة ولا أهمية عن الجاسوسية العسكرية والسياسية. وهذه الدراسة محاولة للبحث في هذه الظاهرة التي توشك أن تغير مفهوم الأمن الاقتصادي، وفي ظل وجود جهود تنموية في عديد من أقطار العالم الإسلامي تستهدف بناء اقتصادات تحتل الصناعة فيها موقع الزراعة والتعدين فإن دراسة الظاهرة تصبح ضرورة ملحة لحماية مؤسساتنا الوليدة من الاختراق والتدمير من الداخل.
