في عام 1992، بعد حرب الخليج الأولى بعام واحد، سمعت ديك تشيني، والذي كان حينها وزيرا للدفاع، يقول إن الولايات المتحدة كانت حكيمة لعدم غزوها بغداد والخوض في مستنقع محاولة الاستيلاء على العراق وإدارته. سمعته يقول : "السؤال الذي يساورني هو كم عدد الضحايا الأمريكيين الإضافيين يستحق صدام؟ والإجابة هي: ليس بالعدد الكبير". في فبراير عام 2001، سمعت كولن باول يقول عن صدام حسين ''لم يطور أي قدرات تذكر فيما يخص أسلحة الدمار الشامل. هو غير قادر على توجيه الأسلحة التقليدية ضد جيرانه". في الشهر ذاته، سمعت أن تقريرا أعدته وكالة الاستخبارات المركزية (سي آي أي) نص على أنه: ''ليس لدينا أي دليل مباشر على أن العراق استخدم الفترة منذ ذئب الصحراء لإعادة بناء برامج أسلحة الدمار الشامل الخاصة به". في يوليو 2001 سمعت كونداليزا رايس تقول: ''نحن قادرون على إبقاء أسلحته بعيدا عنه، قواته العسكرية لم يعد بناؤها". في 11 سبتمبر سنة 2001، بعد الهجمات بست ساعات، سمعت أن دونالد رمسفيلد قال إنها قد تكون فرصة "لضرب" العراق، سمعت أنه قال : ''ادخلوا بشدة، امسحوا كل شيء، ما له علاقة وما ليس له علاقة". سمعت ان كونداليزا راس سألت: كيف يمكن استغلال هذه الفرص؟ سمعت أنه في يوم 17 سبتمبر، وقع الرئيس مستندا مصنفا "سري جدا" يوجه البنتاغون للبدء في التخطيط للغزو وانه بعد بضعة أشهر قام بتحويل سري وغير قانوني لمبلغ 700 مليون دولار وافق عليه الكونغرس للعمليات في أفغانستان إلى التجهيز لجبهة الحرب الجديدة.
