إن هذا الكتاب ليس معدا لتقديم نظام شامل من أجل تأسيس الهيكلية الإدارية الكاملة بالنسبة لأي جامعة أو مؤسسة أخرى. وهو لا يقدم اسم نظام يحتوى على كلمات قوية مثل ((الجودة)) أو ((الإستراتيجية)) أو ((الأهداف)). ولأن الأنظمة الشاملة تحاول أن تتوافق مع جميع الحالات، فإنها نادرا ما تتوافق مع أي حالة محددة أيضا. في الواقع، إن تنفيذ مثل هذا النظام سيستغرق في كثير من الأحيان المزيد من الوقت والطاقة اللذين يجب أن يتم تكريسهما الإدارة الجامعة وتوجيهها. لذلك يجد المسؤول الإداري الفعلي نفسه مجبرا على التعامل بصورة يومية مع مؤسسة واحدة محددة، ومع مجموع ظروفها الخاصة، ومع مجموع أفرادها، وأصولها ومطالبها المالية الخاصة. ومن أجل مثل هؤلاء المديرون الإداريين الحقيقيين النشطين العمليين، ومن أجل الناس الذين تأثروا بعملهم، أقدم إليكم الدروس التي تعلمتها أثناء 46 عاما من الخبرة الأكاديمية، وأغلب هذه الدرس تعلمتها عبر المناصب الإدارية المتعددة التي شغلتها. لقد وجدت أن هذه الدروس وثيقة الصلة بالموضوع في مجموعة متنوعة من المواقف. وقد استخلصت من هذه الدروس بعض القوانين العامة التي أسميها بكل تواضع ((قوانين برايانت)). ويجب تطبيقها، مثلها مثل أغلب القوانين، مع إصدار الحكم وسيكون لها استثناءات عند اعتمادها. أما تطبيقها فيوحي بأن رد هيئات تدريب الضباط الاحتياط والمتمتع بقداسة القدم، على سؤال تكتيكي سيكون كالآتي : ((سيدي ! إن تطبيق هذه القوانين يعتمد على الظرف والمنطقة)). وأكثر ما يمكن أن نجده مريحا بالمطلق هو أن الإدارة الجيدة تعتمد على الحكم الجيد في اللحظة المناسبة. وتعد التعليمات والأنظمة و ((القوانين)) مفيدة فقط كإرشادات وإشارات تحذير، أما المسؤول الإداري الجيد فسيأخذ دوما في حسبانه الظرف والمنطقة.
