هذا الكتاب .. محاولة جادة وحس متقدم بأهمية وضرورة العمل المؤسسي الذي ما يزال غائبا عن الواقع الإسلامي بالقدر المطلوب، والتنبيه إلى بعض المخاطر والمعوقات التي يمكن أن تلحق به .. فالعمل المؤسسي أصبح سمة العصر، الذي لم تعد تنفع معه الجهود والاجتهادات الفردية غير المتكاملة والمتناسقة، ولم تعد تنفع معه الحسابات الإقليمية أيضا .. فهو في الحقيقة محاولة للإفادة من كل الخبرات، وتأكيد مبدأ الشورى والتدريب عليه، والحد من النزوع الفردي الذي لا يؤدي في عمومه إلا إلى نمو الفردية المؤدية إلى التبعثر. لقد آن الأوان للتحول من فقه الفرد إلى فقه الأمة .. من فقه الفروض العينية إلى فقه الفروض الكفائية، في مجالات التنمية والبيئة والسياسة والاقتصاد والإعلام والتربية والإدارة والعمران، والسنن الفاعلة في الحياة، وعوامل السقوط والنهوض .. ذلك أن المطلوب اليوم، الاجتهاد في بناء الرؤية الإسلامية في النظر للقضايا الدولية والمحلية، وكيفية التعامل معها، وتأصيل المرجعية الشرعية على مستوى الفرد والجماعة، والتحول من الإحساس بأهمية العمل المؤسسي والاجتهاد الجماعي إلى الإدراك الكامل لأبعاده المتعددة، وإقامة المؤسسات ومراكز البحوث والمعلومات والدراسات، وتشكيل اللجان المتخصصة المصاحبة للمجامع الفقهية. وقد لا تكون المشكلة كلها في كيفية تشكيل مؤسسات الاجتهاد الجماعي، ومعايير اختيار الأعضاء وإحكام الضوابط لاستقلاليتها وآلية تحييدها وحمايتها، وإنما المشكلة الأهم أيضا في طبيعة الموضوعات التي تعرض لها ونناقشها.
