اليوم وبعد انقضاء ما يزيد عن نصف قرن، فإن المنطقة العربية والإسلامية، تقف على عتبة القرن الواحد والعشرين دون أن تتمكن من تحقيق التقدم، ولا كسر أطواق التخلف الاقتصادي، الذي يتجلى في أحد أبعاده في مشكلة الغذاء، التي ما فتئت تنخر كيانها. فما هي مظاهر هذه المشكلة؟ وما هي أسبابها؟ ذلك هو موضوع الفصلين الأول والثاني من هذا البحث. فالمظاهر تتمثل في عجز الطاقة الإنتاجية الغذائية العربية الراهنة عن تغطية الحاجات الاستهلاكية. وقد تجسد ذلك العجز في تدن هائل لمستوى الاكتفاء الذاتي الغذائي، ترتب عنه لجوء متزايد إلى السوق الخارجية للاستيراد أو طلب المزيد من المعونات الغذائية، بكل ما ينجم عنه من تكريس لتغيير عادات وأنماط الاستهلاك، ومن ثم غزو حضاري وارتهان غذائي ومالي. أما الأسباب، فتنقسم إلى مباشرة، وغير مباشرة.
وتنحصر المباشرة منها في الاستعمار بشكله التاريخي الاستيطاني، التقليدي، والمعاصر المقنع، أو الجديد، الذي قام بدور كبير في زرع جذور مشكلة الغذاء ثم في استمرارها، إضافة إلى الاختيارات التنموية التي منحت التصنيع الأولوية المطلقة على أساس أنه يعنى التنمية. وبهذا الخلط بينهما، فإن أهم مؤشراتها اختزلت في متوسط الدخل الفردي، وفي معدل نموه، حتى وإن كان يخفي في طياته فوارق مجحفة بين مختلف المداخيل، كما هو الشأن في سائر الأقطار العربية الإسلامية.
