إن إسماعيل باشا صدقي، شخصية تاريخية من أهم الشخصيات التي مرت بتاريخ مصر والتي أثرت في تاريخها الحديث تأثيرا كبيرا بالإيجاب والسلب على السواءا، فهو مبتدع فكرة التدخل في الانتخابات العامة لصالح القصر الملكي، وقام بتزوير عدة انتخابات عامة، وأقام دكتاتورية تميزت بالجرأة في الاعتداء على حقوق الشعب، وحفلت عهود حكمة بالصدام الدامي مع الجماهير المصرية التي كانت تولى حزب الوفد ثقتها وتأييدها. على أنه في الوقت نفسه كان حاكما يحفل عهده بالانجاز المالي والإداري، كما كان رجل دولة من طراز نادر، فعلى الرغم من قصر فترات حكمه إلا أنه استطاع أن ينشئ مصيف مرسى مطروح، وأن يقيم مشروع كورنيش الإسكندرية، وأن ينشئ مشاريع هامة أخرى.
