في إطار مشروع بحثي حول ((المستقبلات العربية البديلة)) استهدف أساسا تحريك اهتمام الباحثين وصانعي القرارات في الوطن العربي بالأبحاث والدراسات المستقبلية، وإيضاح أن المستقبل العربي ليس قدرا محتوما يتوجب علينا التسليم به، بل هو الحصيلة التراكمية لما يتتابع من الأحداث وعمليات التغيير النابعة من المجتمع أو الوافدة عليه، وإبراز قدرة العرب على الإمساك بمستقبلهم في أيديهم وبناء نموذجهم الحضاري والتنموي المستقل. لذا كان من الطبيعي أن تحظى قضية صناعة القرارات في الوطن العربي باهتمام خاص. وينطلق ذلك الاهتمام من أن القرارات التي نتخذها اليوم ترتهن المستقبل في اتجاه أو آخر، وأن عملية اتخاذ القرار هي عملية معقدة لأن مجتمعنا يواجه في لحظات مختلفة من تاريخه احتمالات متعددة للمستقبل يتعين الكشف عنها ومحاولة رسم المعالم الأساسية لكل منها. ولأن القرارات التي تتخذ يتم اتخاذها في اطار قيود ومحددات متعددة وكثيرة، البعض منها طبيعي مثل حجم الموارد الطبيعية المتاحة للمجتمع وبعضها ذو طبيعة اجتماعية مثل البنى الاقتصادية والاجتماعية والسياسية والحضارية السائدة. كما أن بعض تلك القيود مختار عن ادراك ورغبة، بينما يسود بعضها عدم تفكير أو تمحيص. وبينما يكون بعضها داخلي في الأساس فإن البعض منها وافد على المجتمع أو مفروض عليه من خارجه. فضلا عن أن بعض هذه القيود يتعذر تجاوزه في المستقبل المنظور، بينما يمكن تجاوز البعض الآخر أو الالتفاف حوله. ومن ثم فإن الوصول إلى القرارات الأكثر رشدا والتمسك بها والدفاع عنها وتوفير الظروف الملائمة لوضعها موضع التطبيق يتطلب استكشاف المنهج أو المناهج السائدة حاليا في اتخاذ القرارات في الوطن العربي، ومدى سلامة هذه المناهج، والعقبات التي قد تعيق اتخاذ القرارات الرشيدة وسبل التغلب على هذه العقبات.
