يسعى هذا الكتاب لتغيير الطريقة التي يتم من خلالها مناقشة تاريخ الدبلوماسية. فالتعاقب المألوف – القائم على تاريخ أوروبا- لتطور الدبلوماسية حتى صارت تشمل العالم بأسره في القرن العشرين لم يعد كافيا كمبدأ مرشد في التحليل. ومن الضروري أن يتغير هذا حتى نعطي نصيبا عادلا من الاهتمام للعالم (غير الغربي)، سواء فيما يتعلق بطريقة النظر للدبلوماسية من قبل القائمين عليها، أو التعامل مع الأحداث الدبلوماسية. فلا يقتصر تحدي النظرة (العالمية) للدبلوماسية على الحاجة لمناقشة الأفكار غير الغربية عن الدبلوماسية، بل يشمل أيضا النظر في مواجهات غير الغربيين مع المفاهيم الغربية للدبلوماسية. كما يتناول الكتاب الترتيب الزمني المستقر للأحداث، وذلك لاعتبارات ليس أقلها الرأي القائل بأن عملية التغيير كانت دائما تتسم بالفوضى، وأنه يمكن ملاحظة مظاهر الاستمرارية جيدا حتى بعد الأحداث التي يقال عادة إنها أحدثت تحولات رئيسية. وتشمل الموضوعات الكبرى في هذا الكتاب تطور الدبلوماسية المهنية، والتوتر بين الأيديولوجية والواقعية، وأثر زيادة أعداد الدول في القرن العشرين. كما يناقش الكتاب الإمبراطوريات والدبلوماسية ، والدبلوماسية المهيمنة، والعلاقية بين الدبلوماسية والنظم الشمولية، ودور كل من المؤسسات فوق القومية والمنظمات غير الحكومية. وبصفة عامة، هناك تركيز على تعقد التطورات بهدف التحذير من الاعتماد المبالغ فيه على نماذج شاملة من أي نوع. ومع القيام بهذا العمل، فهناك التحدي الرهيب لكتابة تاريخ يمتد لفترة طويلة من الزمن ولمساحات شاسعة من العالم. وقد أثبت هذا التحدي أنه شديد الإثارة. لقد ذكرني (مايكل ليمان) – الناشر المتميز لهذه السلسلة – بالحاجة لتضمين الكتاب مناقشة للموضوعات التقليدية، كبروز الحضانة الدبلوماسية ومباني السفارات المتخصصة، لكن بالنسبة لي، فإن جانبا كبيرا من الاهتمام نبع من القدرة على مناقشة هذه الموضوعات في السياق الأوسع. ويجب ألا تربط الدبلوماسية فقط بتطورات العلاقات الدولية، ولكن أبضا بتطورات التمثيل الثقافي وأفكار المفكرين.
