يضم هذا الكتاب الدراسات والتعقيبات والمداخلات الخاصة باللقاء السنوي الرابع عشر لمشروع دراسات الديمقراطية في البلدان العربية وعنوانه ((الاستبداد في نظم الحكم العربية المعاصرة)). يهدف هذا الكتاب إلى تنمية فهم مشترك لجذور الاستبداد ومصادره الدينية والحداثية، ومسوغاته، وآلياته، وسبل تفكيكه، والعمل على تعطيل آليات إعادة إنتاجه في السياسة العربية. وقد بذلت فيه جهود لكشف الوجه الباطني للاستبداد والتسلط، وكشف أساليب تجديد الاستبداد في الحياة السياسية تحت لافتة ((الديمقراطية)) الشكلية المفرغة من المضمون، بالإضافة إلى جهود في بحث جدلية الداخل والخارج في ظاهرة الاستبداد السياسي في النظم العربية الراهنة التي تشهد في الوقت الراهن عودة ثقيلة إلى العامل الخارجي في السياسة الداخلية. إن هذه الحالة المستدامة والمتجددة من الاستبداد تتطلب اليوم وقفة نقدية ذاتية متأنية من قبل كل تيار وقوة سياسية أهلية عربية واضعة نفسها أولا وبقية التيارات تحت المجهر قبل أن تضع تحته أنظمة الحكم وامتداداتها الخارجية .. فهل ترتفع قيادات العمل الأهلي إلى مستوى المسؤولية، وتنكب على البحث الجاد عن قواسم مشتركة حتى تستطيع أن تكون في ما بينها ((كتلة الدستور الديمقراطي))؟
