عجلت الأوضاع العامة ببلاد المغرب بالتدخل التركي الذي مثله الإخوة بربروس، الذين اتخذوا من جيجل منطلقا لحملاتهم ضد مدن الإقليم للإيالة العثمانية الجديدة التي انتصبت في المغرب الأوسط منذ سنة 1518، واستمرت تثمل السيادة الشرعية للسلطنة العثمانية حتى سنة 1830. ورغم المحاولات الجادة للمحافظة على آخر معالم التواجد العثماني من جانب الحاج أحمد باي إلا ان البايلك تهاوى بفعل عوامل عديدة أهمها عدم التوازن العسكري مع القوات الفرنسية. وقد شكل إخضاع قسنطينة للسلطة الفرنسية أهم مرحلة من مراحل الاحتلال الفرنسي للجزائر، خصوصا أن السلطات الفرنسية قد استفادت من تجربة احتلال قسنطينة للاستثمار في المشروع البايلكي. ومما سبق بسطه تعريفا لحدود موضوعنا التاريخية، أود تبيان الإطار الزماني والمكاني له. فالإطار الزماني يمتد من سنة 1838 إلى سنة 1871، فالتاريخ الأول هو تاريخ استيلاء الفرنسيين على قسنطينة في عهد الماريشال فالي، والتاريخ الثاني، وهو سنة 1871، وهو نهاية حكم الإمبراطورية بنهاية حكم نابليون الثالث.
