مضى عشرون عاما منذ أن دق كتاب ((أمة في خطر)) جرس الإنذار بخصوص ضعف المدارس الأمريكية. وقد حفلت تلك السنوات بكثير من الأخذ وذلك عبر التأكيدات (أظهرت الدراسات العالمية المتعلقة بإنجاز الطلبة أن معدل إنجاز الطالب الأمريكي –في أحسن أحواله- يعادل نصف إنجاز الطلاب في الدول المتقدمة الأخرى)، والمواقف الدفاعية (ليست المدارس على تلك الدرجة من السوء)، واستطلاعات الآراء (التي تظهر أن الأهالي راضون عن مدارس أولادهم أكثر من أساتذة الكليات، الذين يتسلمون مهمة متابعة تحصيل أولئك الطلاب العلمي، وأكثر من أرباب العمل الذين يوظفونهم). وفي ذلك الوقت تم اقتراح عدد من الخطط والحلول، وتم تنفيذ بعضها بالفعل بما فيها تحديد معايير المضمون وأشكال تقويم الطلاب –التي كانت أحيانا تعطي نتائج خطرة عن عدم الإنجاز-؛ فحص المتقدمين لسلك التعليم بصورة دقيقة، مع اشتراط الموافقة على الكليات التي هيأتهم لهذا العمل؛ بطاقات التقارير والجداول المدرسية المنشورة في الصحف، التي تبين الفرق بين مستوى مدارس كل مقاطعة أول ولاية حسب نجاحها النسبي. كما أن كل رئيس جديد للولايات المتحدة أصبح يضع التعليم على رأس أولوياته، ولدى كل المرشحين للمناصب السياسية القيادية توصيات وخطط لحل المشكلة حسب رؤيتهم لها. بعبارة أخرى، لقد أصبح التعليم أولوية بالنسبة عامة الناس أكثر من أي وقت مضى.
