مع بدايات القرن الجديد تتصاعد أهمية قضية المياه العذبة لتعبر عن هموم العالم العربي في الحاضر وتطلعاته للمستقبل. ففي الخمسينات من القرن العشرين كانت قائمة الدول التي تعاني من نقص المياه تعد على أصابع اليد الواحدة، أما اليوم فقد زادت هذه القائمة لتصل على مستوى العالم إلى 26 بلدا أو ما يمثل 300 مليون فرد، واعتبارا من عام 2000 م أصبحت المياه في الشرق الأوسط سلعة استراتيجية تتجاوز في أهميتها النفط والغذاء. وتشير الدراسات العلمية العديدة إلى أن مناطق الصراع المائي سوف تتركز في أربعة أحواض للأنهار (النيل، الفرات، الأردن، الليطاني) وأما دول الخليج العربي فسوف يتحتم عليها أن تعيد النظر في التكلفة الباهظة التي تدفعها ثمنا لتوفير الماء العذب بتحلية مياه البحر في ظل معدلات عالية للاستهلاك تصل أحيانا إلى حد الإسراف والهدر وتبديد الموارد. إن قضية المياه في الوطن العربي ليست مجرد مشكلة نقص كمي في عرض المياه العذبة أمام نمو متزايد في أعداد السكان واحتياجات الناس منها لأغراض الزراعة والصناعة والشرب والاستخدامات المنزلية ... وإنما هناك أبعاد سياسية واقتصادية وقانونية خصوصا في الدول التي تمر فيها أنهار لا تسيطر على منابعها ويشاركها بها أطراف غير عربية (مثل سوريا والأردن والعراق ومصر ولبنان). أما دول الخليج فلا أنهار فيها ولكنها تعوم فوق بحار مالحة. ومن المفارقات أن دول الخليج العربي قد استطاعت أن تؤمن – ولو بتكلفة مرتفعة مستوى أفضل لاستعمال المياه من الدول التي بها أنهار.
