عالم اليوم يواجه أزمة نفوذ وقوة، ناجمة عن التحول المسرحي المثير لمركز ثقله عن الغرب إلى الشرق، وعن الصحوة السياسية الدينامية للناس في طول العالم وعرضه، وعن تدهور أداء أمريكا على الصعيدين الداخلي والدولي.
وهذه الأزمة تطرح تحديات جدية على المدى الطويل لا على المصالح الأمريكية وحسب، بل وعلى بقاء بعض الدول المهددة، وعلى المبادرة إلى بذل جهود مشتركة ضد أخطار عالمية معينة مثل الإنتشار النووي والتغير المناخي، وعلى مجمل الإستقرار الجيوسياسي الأوسع نطاقاً.
في كتاب "رؤية إستراتيجية"، يجادل مستشار الأمن القومي الأسبق زبيغنيو بريجنسكي قائلاً إن أمريكا قادرة على الإنخراط الفعال في الإبحار عبر هذه الفترة المأزومة وملزمة به، إلا أن عليها، كي تتمكن من ذلك، أن تحل مشكلاتها الداخلية وتتبنى إستراتيجية مستجيبة لمصالحها الإقليمية المختلفة، يتعين على أمريكا أن تعزز وحدةً أكبر وأوسع في أوروبا، وصولاً إلى آخر المطاف إلى ضم روسيا وتركيا إلى غربٍ أكثر حيوية وأرحب.
أما في الشرق فلا بد لها من العمل على تحقيق التوازن والمصالحة بين قوى المنطقة الصاعدة، وعلى تجنب التورط العسكري المباشر في صراعات الكتلة القارية الآسيوية مع إدامة تحالفها القائم مع اليابان، وعلى ترسيخ علاقة تعاونية عالمياً مع الصين.
ويجب على أمريكا أن تواصل الإضطلاع بدور حاسم على صعيد صون الإستقرار في هذا الزمن العاصف، غير أنها لن تنجح من دون إعادة تقويم شامل لجملة التحديات التي تواجهها، وها هو ذا زبيغنيو بريجنسكي، بخبرته التي لا نظير لها في قضايا السياسة الخارجية، يزوّد أمريكا بخارطة طريق إستراتيجية تفضي إلى إعادة تفعيل مكانتها العالمية وإلى التأسيس لقرن جديد ينعم بالإستقرار.
