بشير عبد الفتاح كاتب ومفكر سياسى مصري ورئيس تحرير مجلة الديمقراطية. وباحث في مركز الأهرام للدراسات السياسية والإستراتيجية.
نشأته
ولد في العاشر من أغسطس لعام 1974 بأحدى قرى محافظة الدقهلية ،
درس بكلية الاقتصاد والعلوم السياسية، قسم العلوم السياسية جامعة القاهرة وتخرج منها عام 1996 .
عمله
عمل بشير عبد الفتاح بجريدة الأهرام وتدرج فيها إلى أن تولى رئاسة تحرير مجلة الديمقراطية عام 2012. قام بالتدريس بالجامعة الأمريكية بالقاهرة سنة 2003، كما عمل كمحاضرا للعلوم السياسية في بعض الجامعات، وعمل أيضا كمستشار لبعض البرامج والأقسام والمراكز البحثية المعنية بشؤون إيران وتركيا في عدد من الجامعات والمؤسسات البحثية والإعلامية المصرية والدولية.

كثيرة هي الكتابات التي تعرضت لمفهوم القوة، وأهميتها في إدارة وحسم الصراعات؛ باعتبارها إحدى آليات السياسة الخارجية للدول، وأبرز أدوات تحقيق الغايات والأهداف التي تتوخاها الدول من تلك السياسة, وبدوره، أعلى عِلْم العلاقات الدولية من مكانة القوة العسكرية، وأهميتها بالنسبة للدولة، على نحو ما بدا جليًّا في أفكار وأطروحات المدرسة الواقعية. بيد أن مدارس أخرى كالمثالية والقيم قد أولت قدرًا كبيرًا من الاعتبار لصور أخرى للقوة؛ كالقوة الاقتصادية والقوة الناعمة المتمثلة في الثقافة والدبلوماسية.
من جهة أخرى، مُنِيَت القوة العسكرية بإخفاقات عديدة في مواضع شتى؛ بحيث بدت خلالها عاجزة عن حسم الصراعات، أو تحقيق أهداف السياسة الخارجية للدول، وكثيرة هي المواقف التي يذكرها التاريخ البشري في هذا الصدد لقوى عظمى وإمبراطوريات كبيرة، الأمر الذي أفضى إلى طرح تساؤلات عديدة حول إمكانية الاعتماد على القوة العسكرية وحدها كآلية وحيدة فعالة لتحقيق الأهداف، وبلوغ الغايات على طول الخط، لاسيما بعد أن ظهرت تأثيرات أكثر فاعلية لصور القوة الأخرى كالثقافية والاقتصادية، أو حتى بروز أشكال مغايرة للقوة العسكرية ذاتها بمستويات أدنى كحروب العصابات والعمليات العسكرية المحدودة التي تقوم بها الجماعات المسلحة، وتستطيع من خلالها إلحاق خسائر فادحة بالجيوش النظامية للقوى الكبرى.وفى محاولة منها لسبر أغوار تلك القضايا والتساؤلات من خلال استعراض تجارب تاريخية مختلفة، خلصت الدراسة إلى أن القوة العسكرية تظل فاعلة ومؤثرة في تحقيق أهداف السياسة الخارجية للدول وحسم المعارك، لكنها تبقى في حاجة إلى صور القوة الأخرى كالثقافية والاقتصادية حتى يكتمل نجاح القوة العسكرية.
