هذا الكتاب ضم كافة المرافق العامة التى تشغل بال الدولة والمشاكل التى تواجهها فى مختلف نشاطها، وهذه المشكلات فيها ما هو كبير الشبه بما يجرى فى البلاد الأخرى ومن ذلك تربية النشء والشئون الإجتماعية والإقتصادية والمالية ومسائل العمل والعمال وتدخل الدولة لمنع سيطرة رأس المال على الرأى العام، ويتناول الفصل الأول تعبير "دولة" وأنها فكرة للسلطة والنظام ترجع إلى عهد المدنية اليونانية والأمبراطورية الرومانية وفى القرن السادس عشر بدأ استعمال كلمة الدولة بمعناها الحديث فى اللغة السياسية بعد أن كانت تتعارض مع الحلم القديم لفكرة السيادة العالمية فى طابعها المثلث : الرومانى والمسيحى والجرمانى وكذلك فأنها السلطة الفعلية والمحمية والمنظمة وهى شكل من أشكال التنظيم الإجتماعى تكفل الأمن لنفسها والرعاية لأبنائها ضد الأخطار الخارجية والداخلية، وتتناول باقى فصول الكتاب علاقة الدولة بكل من الدستور، القضاء، المال والاقتصاد، المشاكل الاجتماعية، الدفاع الوطنى، السياسة الخارجية، البوليس، الهيئات المحلية، التربية، الرأى.
