نقطة انطلاق هذا النص هي قبل كل شيء الوضع السياسي في أوروبا، حيث تطرح قضية الاشتراكية الديموقراطية نفسها في بلدان عديدة، وإن لم تطرح، في كل مكان، كمسألة في أمر اليوم. الخلفية الأخرى لهذا العمل هي الظاهرة الجديدة للنزعة الاستبدادية للدولة، المميزة بهذا القدر أو ذاك لسائر البلدان المسماة نامية. أخيراً، يستند هذا العمل إلى المناقشة حول الدولة والسلطة، الجارية الآن في فرنسا وغيرها من البلدان.
ولأنه لا يمكن أن توجد نظرية عامة للدولة، تتضمن القوانين العامة لتحولها في أنماط الإنتاج المختلفة، فإن لا يمكن أن توجد أيضاً نظرية مماثلة حول الانتقال من دولة إلى أخرى، وخاصة من الدولة الرأسمالية إلى الاشتراكية. لكن نظرية الدولة الرأسمالية تقدم عناصر هامة حول الدولة في طور الانتقال إلى الاشتراكية، مع العلم بأن هذه العناصر لا تمتلك فقط قواماً مغايراً لقوام نظرية الدولة الرأسمالية، وإنما لها أيضاً بنية تختلف تمام الاختلاف في إطار المقولات النظرية العامة حول الدولة. وهي تستطيع أن تكون فقط توصيفات نظرية -استراتيجية في وضع عملي، وتصلح كدليل للعمل، ولكن بمعنى الإشارة التي توضع على الطريق. لا يمكن أن يوجد "أنموذج" لدولة في مرحلة الانتقال إلى الاشتراكية، أو "أنموذج" صالح لكل الحالات وقابل للتعديل على ضوء الأوضاع المشخصة، أو وصفة معصومة ومحصنة نظرياً للدولة في مرحلة الانتقال، ولو من أجل بلد معين.
