يبحث في النظم الإدارية التي طبقت في عصر الرسول صلى الله عليه وسلم وشكلت جانباً من جوانب الحضارة الإسلامية في مجالاتها المختلفة. ويكتسب البحث أهمية خاصة من حيث كونه يركز على فترة تاريخية مبكرة جداً... الدولة فيها تجربة جديدة. فترة النشوء والتكوين- أنشئت فيها مجموعة من القواعد في شتى الميادين وبخاصة في الجانب التطبيقي العلمي في إدارة الدولة وتنظيماتها في بلاد لم تعرف النظام وترتيباته أو الدولة وتقسيماتها في تاريخها القديم. ولعل القارئ قد درس السيرة النبوية وعلم كثيراً عن أخبار الغزوات والمعارك فيها، ولكنه قطعاً لم يجد فيها إلا إشارات متناثرة عن الجوانب الحضارية للدولة الإسلامية في عصر النبوة؛ إذ لم تسعفنا المصادر الأولية التاريخية إلا بروايات نادرة عن طبيعة هذه الدولة وموظفيها- حقوقهم وواجباتهم- وأجهزتها الإدارية وإدارة جيوشها وطبيعة اقتصادها ومعالم النظام القضائي فيها؛ فهذه المصادر تهتم بشكل أساسي بالنواحي العسكرية والسياسية. ويبين الكتاب – من خلال جمع وتوثيق ودراسة الإشارات التاريخية المختلفة. أن النبي وأصحابه صلى الله عيه وسلم كانوا رجال دولة من الطراز الأول ، وأقاموا دولة الإسلام الأولى ضمن منهج إداري واضح المعالم مرسوم الخطوات بعيد عن العفوية والارتجال. إنها إدارة سعت لتكوين أمة مترابطة يتحقق فيها معنى العدالة... للأفراد فيها حرية الرأي والنصح والمشورة، وللسلطة حق الإدارة وقف مصالح مواطنيها، وبناء المجتمع فاضل يقوم أساسه على الرحمة والحب والإخاء والتعاون.
