يتناول هذا التوثيق التاريخي مسيرة بلدية الكرك الكبرى قبل تأسيسها الرسمي، ويقع في سبعة فصول شاملة، ترصد الأوضاع الإدارية والمؤسسية التي سبقت قيام البلدية، وتتابع تطورها منذ عام 1893م وحتى عام 2025م.
ويُفرد العمل حيزًا تفصيليًا للسنوات العشر الأولى من التأسيس، بوصفها المرحلة التكوينية الأهم، حيث يستعرض نشأة المجالس البلدية والمجالس الإدارية، وآليات العمل، والصلاحيات، والتحديات التي واجهت البلدية في بداياتها.
كما يعتمد التوثيق على وثائق أصلية وحقيقية تؤكد مؤسسية بلدية الكرك في مختلف قطاعاتها، ويعرض أسماء رؤساء البلديات المتعاقبين، مرفقة بتواقيعهم وختمهم الرسمي، منذ التأسيس وحتى عام 2025م، بما يشكّل سجلًا تاريخيًا موثوقًا يوثّق الذاكرة الإدارية والبلدية لمدينة الكرك عبر أكثر من قرن من الزمن.
