Le premier est consacré au diagnostic de l'état des lieux. Un diagnostic basé principalement sur les différents rapports publiés par le Conseil supérieur de l'éducation, de la formation et de la recherche scientifique
Le second chapitre est destiné au développement de la réforme proposée. Il s'agit d'une une nouvelle architecture organisationnelle du système éducatif public. Une structure qui a pour base l’évaluation annuelle et objective du rendement global du système et la détermination de la part qui en revient à chacun des membres de ses ressources humaines. Cela va du haut de la pyramide hiérarchique jusqu'à sa base. Et chacun est comptable de sa part dans ledit rendement global. Soit un mode de gestion des ressources humaines similaire à celui en vigueur dans le secteur privé.
