مستوى الحضارة الذي يُعتبر معياراً للتنمية يتوقف على تحقيق المجتمع لجميع نظمه الاجتماعية والسياسية والاقتصادية، وتطور هذه الأنظمة يعتمد بشكل كبير على قدرتها على تحقيق أهدافها بطريقة فعلة، والمصدر الذي يمنح هذه الأنظمة هذه القوة هو التعليم مفهوم التعليم، على الرغم من وجود تعاریف مختلفة له، يُعرف بوصفه عملية تغيير السلوك باتجاه مرغوب فيه من خلال تجارب الأفراد في الحياة بالطبع، يفترض في هذه التعريفة أن المعيار القائم للعملية هو التخطيط وفقا لمعايير محددة. يتطلب النظام التعليمي أن يكون منظما ومخططا، مما يجعل من الضروري ربط كل مرحلة من مراحل التعليم ببرنامج محدد. وفي هذا السياق، يستفيد الأفراد الذين يشكلون المجتمع من البرامج التي تمكنهم من اكتساب المعرفة والمهارات والسلوكيات الأساسية اللازمة للحياة الفردية والاجتماعية تحديد المحتوى النوعي للبرامج هو المعيار الأساسي الذي يحدد مضمون التعليم، ولذلك ينبغي أن تعد برامج التعليم مع الأخذ في الاعتبار التغيرات والتطورات التي تحدث في المجالات العلمية والتكنولوجية والحياة الاجتماعية والاحتياجات الفردية وفهم حقوق الإنسان، وأن تكون قادرة على تلبية احتياجات المستقبل في أقصى قدر ممكن.
