فقد غدت الحرب ضماناً أكيداً للسلامة، وهى بالنسبة للفئات الحاكمة أهم الضمنات على الإطلاق. ولأن الحرب عرضة للخسارة والمكسب، فلايمكن أن تظل فئة حاكمة في حل من أي مسؤولية . أما عندما تصبح الحرب سجالاً مستمراً، فإن خطوتها تنعدم، فاستمرار الحرب يقضي على ما يسمى بالضرورة الحربية.
