The book starts by teaching and clarifying the law of Islam that states that a woman can decide that she doesn't want to be in polygamy. Men are allowed to marry Jewish and Christian women, however, this doesn't mean that they can force random Jewish women into marriage with them. This permission means, as long as you find jewish and christian women who are willing to marry you then you can marry them. The same is applicable to polygamy. A man cannot force women into polygamy simply he wanted to, he is allowed to marry two/three/four women as long as he finds women who are willing to be one of two/three/four. That's the understanding of the companions and that's why they legislated the law that women can stipulate the monogamy-only condition.
